[Gameplay] Lucian Ultimate dealing incorrect damage

Lucian's ultimate is supposed to deal 400% damage to minions. However, over the course of the entire game it would take nearly the full 20 shots to completely kill one of the melee minion enemies roughly 12-15 minutes into the match.
