Two lol icons opened at the same time and low fps

I used to play lol normally for years on my laptop, and since i've upgraded it to windows 10 and installed lol it isn't working properly. Whenever i start a game, it opens two icons -the one with the old logo (with the game), and the new one (game still in progress with a chat). Both are running and the game loads, but i can't play because fps isn't going over 7. The frame rate is the same on high and very low graphics. I used to play it on 60fps very high a year ago, but i after a break it is not playable. Please help me to normalise my fps :(
