(CLIENT) Cannot spectate any games

Every time i try to spectate a game it goes to a black screen and continues to stay on the screen. after about 3 minutes a pop up will happen in the background saying "cannot download spectator data. the game will now exit". i then hit OK and it stays on the black screen and i will get the message again. After the third attempt, 50% of the time i will see the summoner loading screen and the take about 3 minutes for the summoners to load....... Once i get into the game it will fast forward then freeze for 3 minutes, then do it again and again. this happens every time i try. sometimes the spectate window in the bottom right of the home screen wont even populate. the only way out of the black screen is to end the task and log out of LOL. still unable to spectate.

Troubleshooting efforts: i have completely removed the program and reinstalled. i have turned on my firewall and turned it off several times. restart of computer ran as administrator check internet connectivity cleared internet browser history and cookies (i understand that this probably had no affect but im desperate) tried to spectate different friends and random games

if i could get any help it would be greatly appreciated as i enjoy watching the games to help learn how to use certain champs. Thank you
