Nidalee's Q in cougar form

Basically wondering how cougar form Q can still damage while he dodges? Just wondering because i had a game where i played Jax and a Nidalee came for the killing blow with with cougar Q and i figured i can dodge that with Jax's E but rather died to it. Is it a bug? Is it suppose to do that? Cause W can stun Jax's while he his dodging but he won't take damage from ;~; Would like some feedback on this o/
