I put a second monitor , game won't start.

All other games started either on monitor #1 or #2, but league did not start ANYWHERE. And it will just let me press the ,,reconnect'' button like 100 times.

Config : 4690k gtx 970 12gb 1600mhz 1 gb coolbox WD Black + 850 evo well ^^ i don't think its because of my pc/hard or internet. Why?

Sounds like a setting issue. Make sure all your display settings are correct. When you add a second monitor to your setup, sadly, it's not just plug in and go. You do have to set your main display, and set what the second display shows, otherwise it doesn't know wtf to do.

Have you tried restarting your computer?
