Not gaining IP

According to my client I have 3300 IP, yet I cannot purchase any of the 3150 champions because it seems to still sense my IP pool when I began the day, which was about 2k something. The only reason I believe it's sensing the original IP amount is because one time, when restarting the client trying to fix it, it showed up with the original amount. Please fix this! I was hoping to pick up Pantheon today, but apparently not, lol.
