After Patch 4.21 I have been unable to access the shop

I am growing quite tired of this already. Ive been trying to buy some skins for a couple friends for the holidays and I have not been able to access the shop it either stays a black screen or gives me an error Ive tried all the fixes and nothing seems to work. This is fucked up I'm trying to give you money but... You don't want it? If someone knows a solution to this that doesnt involve anything to do with internet settings or internet explorer or repairing the client please let me know(Ive tried all of them already)

Ever since 4.21 the LOL client has been acting strange. It takes me a few times to log in and the store rarely works. I hope a Riot employee notices this because I have tried everything.

It's very rare that my store loads up since the 4.21 patch. Today I've been trying for an hour (going through all the suggested steps) to try and get my store up so I can redeem an RP gift card. Everything else is functioning perfectly. Did the store server melt? What's an expected ETA for a fix on this?
