Yasuo Q gliched (Gameplay)

Look at 8:26 This has happened to me all the time, not just on the PBE. *I used this video because it is the first video proof i saw. At times Q would do absolutely nothing. The effect comes out, but that's it. It happens every other game. It happens at random when using Q, it seems.Riot plz.
