No option for remake, player disconnected for the first 5~ minutes.

I played a game yesterday where our jungler was disconnected for the first 5 minutes of the game. He did not move and stayed in the middle of base. He reconnected at around 4 and instantly disconnected again. We weren't given the option for remake, which we expected and didn't really play that seriously for the first couple of minutes. The afk was not a premade with us but I assume he disconnected intentionally because his main champ was banned by the enemy. By the time he reconnected it was too late, we ended up losing. Regardless, why were we not given the option for remake? I even tried /remake at around 3:30 and it gave me an error saying I could not remake since we needed a player who was disconnected or afk :/
