Unable to connect (Attempting fresh install)

I've been unable to update the client - it forces a restart because of a "required update." It closes the client and opens another window that attempts to connect to the server, but is never ever to do so. Obviously regular internet is fine. Port forwarding is enabled on all suggested ports. Hextech repair tool has been ineffective in remedying the issue, so I completely removed ALL League files from the computer (registry included) and attempted a fresh install. Same issue. What can I do?
