Can't purchase Emotes from the store?

I've been trying to buy the M'Pengu emote for the last 2 days. Everytime I try to I get "An error has occurred." "Sorry, we couldn't process your transaction at this moment, please try again in a few minutes. If you keep experiencing this issue, please contact player support."???? I've tried to restart league 20 times, repair the client, etc. Tried to make a ticket request and its been almost 3 days and no reply from Riot Support. [zombie-brand-mindblown]
