Sivir's spell shield vs Zilean bomb

it seems sometime during the massive amount of patches in season 4 Sivir gained the ability to block Zileans bomb two ways.

The first way is to shield before the cast and this still works and is correct
wait the 4 seconds and shield before the damage is done. I was researching this topic and it seems that is previous discussion on this and this shouldn't be happening to block the damage.

I might of missed a patch note that changed this. i know i am a crazy zilean player but can someone make this clear bug or working as intended

Idk why it would work any other way. You have a targeted, spammable, ability that you can't dodge or avoid the damage from unless you hourglass and you think its unfair that she has two chances to spell shield the bomb? Lol

I was always under the impression that these 2 ways of avoiding damage from the bomb was 100 percent intentional.

Does anyone think that spell sheild is like a 100% counter to Thresh hooks? Because of the slow hook animation Sivir can just spell shield and cooldowns willl do the rest....

I fully understand the fact that the bomb in theory can work like this. I was just wondering why they changed it but didn't update any notes about the possible change
