Ryze W bug!

I have played the new Ryze alot and i found out that it his W was still bugged. I played against a LeBlanc and i used W on her right before she was going back to her W. The W didn't snare her, and my snare didn't go on cooldown, but i got 1 stack of my passive. I then tried it again later that game and the same happened. After some games i then played versus a Zed. When i used W right before he used R i got 1 stack of my passive and it didn't go on cooldown.
