Kalista Bind Passive not binding

The first bind works but when I tried to rebind on another ally the item would just go on cooldown (but not disappear from the inventory) for 10 seconds. My soraka afk'd so I had to rebind to a new target. It didn't matter who i binded to, the result is always the same.
