Queue Bug

I recently bought a champion (Xin Zhao) and wanted to try him out in a bot game to see how he worked. So I started the queue and waited, and waited, and waited until I looked at my screen and realized that I was sitting in queue for an intermediate bot game for 6 minutes. As the queue for bot games takes merely seconds, I took it as a bug or maybe just client lag and restarted the client as a whole. When I arrived at the queue screen, I selected the play button and tried to get into another game, only to be greeted with a message that said due to leaving games and whatnot, you have received a timed penalty. It was only a few minutes, so I waited it out and tried again, only to once again be greeted by ANOTHER timer, this time for 14 minutes. I've never experienced this issue before, and wondering how to fix or if anyone else has been experiencing this bug also.
