Xerath Q doesn't work bug?

Okay so heres the problem, when I play as xerath every single time I encounter this problem.Whenever I play yeah at first I can use his q but then as the game goes it suddenly stops working so I cannot cast it and I think this happens whenever you max the q, hope you fix it thanks :)
