Frozen Lobby Penalties

Just wondering when Riot is going to decide to implement detection in their client to make sure that people who are not actually dodging a lobby, but are disconnecting due to issues on Riot's end, do not get a penalty for a bug a persisting that is not at all in our power to control. Would really appreciate that you guys fix bugs rather than make skins. There's already a bunch of fucking stuff for people to waste their money on and put money in your buggy pockets.
