Strange autofill decision

So today i decided to play Xin Zhao in Jungle, and in my second round i get Bot lane, when my first choice is Jungle. Then our jungle wants to play bot, because he and supp are a premade team. In short, i wanted Jungle and got bot, other guy wanted Bot and got Jungle. Is this right? I feel like Riot is lying to me.
