LAN is a God forsaken server. Latency, FPS-Crash issues and no response from ANYONE.

I live in Colombia and since September 2019 i have been unable to play the game normally. When hurricane Dorian passed near Miami shores the server got affected and the majority of the player base encounter high latency and difficulty to play the game. I remember that even the south-east side of USA in NA got affected and this got fixed within a week, but this wasn't the case for LAN, at least the issue was not 100% fixed.
The weeks passed and RIOT LATAM didn't have the excuse to blame the latency issues on the hurricane anymore, so in mid October they blame it on "ROUTING issues from the ISP side".
This is where one of the main ISP in LATAM got the blame. Meet TELMEX, a Mexican telecom company that has a high % of Mexican users, all affected by the latency issues (and i don't fear to say is the #1 provider in Mexico). Now, how this affects me? if i live in Colombia, well it's quite simple. TELMEX has agreements with LOCAL Mexican providers to "rent" they networks to transfer data, this is why even not TELMEX users got affected as well, but also in the Caribbean TELMEX owner, Carlos slim made agreements with other ISP and even bought several of them.
In Colombia there's a ISP called: CLARO (TELMEX COLOMBIA). And i was affected throughout all this. At this point i have to say, the count of affected people must be up to THOUSANDS of people, so why this is not known? Well, for years Riot LATAM forums have been nearly not used by anyone, just a handful of users used the forums even discussing not related to the game topics... no one moderates the forums properly, not really.
Later on i found RIOT LATAM Discord, and in the technical problems section found out that i was not alone - everyday, people reporting the same issues i was for long experimenting and just a few people informed on forums, now in discord i found TONS of ppl commenting the same issues back in October.
In Early december all the ISP providers experienced routing issues. for all the non-related to Telmex companies was fixed within 48 hours.
This is how the interaction went down everytime in DISCORD: The moderator in Discord always did a quick troubleshoot questions and right after invited people to contact through Support forums, i did this from October- November - December in a total of 3 times, 1 per month.
I got the same response:
- They acted surprised about the latency issues (even though every hour in Discord people are complaining for the last 3 months about it).
- They went straight to request information: Hextech tool logs, etc, they asked you to make a "clean startup on windows", change DNS, and finally reinstall the game. This did nothing
- Their conclusion to all 3 of my separate contacts regarding the issue: The issue is from your ISP routes to the server.
So, i get it... Maybe, just maybe they're right it is a routing problem with TELMEX all over LATAM territory.... Lets wait until TELMEX fix the issue... by this point it is clear that they won't... they haven't done it in 3 months + and they don't care about it... Or if they paid attention to the issue, maybe they asked for money from RIOT LATAM, idk, but the bottom line is they won't fix the issue.
So why not try, from RIOT LATAM's end to create alternative routes?
Even if i see my ping raised from 60 ms (which i used to have) to 75+ PING. There should be alternatives for this, i can't believe ONE ISP will ruin a server single handed.
The other alternative is to move the server closer to us, it is proven that this doesn't work... Please RIOT help... i don't want post this on Reddit, and i'm sorry that i'm posting issues from LAN in NA forums but what else can i do?
I LOVE THE GAME, I INVESTED A LOT OF TIME, MONEY AND EFFORT TO THE GAME TO JUST QUIT. Please help us, i speak in behalf of a 700k + community which cannot express as a one.
IMPORTANT FACTS:
- I was able to play using VPN for a while, not it has been difficult to play even with VPN (i used most of the VPN free trials and currently bought a subscription in one but i'm not getting optimal results).
- I can play in NA, a little better than what i get in LAN, but my ping is 125+ and the game is too difficult to play with such high ping (i don't have latency issues like i do in LAN tho, not PING jumping to 4k+). I also tried my luck in LAS server, i got stable 200MS but then again, unplayable.
- I have spoken with my ISP but they have checked my connection and everything is 100% perfect, i can even play other online games without any latency issues.
- Now this latency issued had added up to a GLOBAL Riot issue - the FPS drops, and the game is literally unplayable.
- Unfortunatelly for me Telmex Colombia (CLARO) has the most coverage in the country and even though i have moved 2 times i never had coverage from the "RIOT DIRECT" ISP such as Tigo or Movistar. Where i live there's only CLARO network coverage, not other ISP.
