[GAMEPLAY] Champion ultimate/Summoner Spell cooldown time bug

Video proof with better description in link but I don't know how to reproduce this or how it happens but when it does happen I notice it but this is the first time i've gotten a recording of it from my perspective. The same issue happens with summoner spells also such as flash, ignite, and teleport I don't know how many other summoners it also affects but my guess would be all of them. Any help would be appreciated.
