Gameplay bug CD or Active?

sometimes when you check if a teammate has their ultimate it will show that it is available (green circle), but they really dont. I know this because when i ping it out it says that its not available for whatever amount of seconds. This sometimes happens with the spells as they appear ready but are on cooldown . This has annoyed me and created unfavorable situations. Fix this.
