Problem with the store (black screen)

After the latest update my in game store screen is completely black. I can not access any of the options and I can not interact with it in anyway. I've tried all of the recommend ways like turning the LOL client off and on again, setting my Internet Explorer settings to default, turning on the SSL 3.0 SSL 2.0 TSL 1.0 TSL 1.1 TSL 1.2 and most of all I've uninstalled LOL and reinstalled it but it has not changed. It has only made it worse. With the re-installation I lost all of my contacts in my friends menu. However, I'm still able to play the free champions. However, when I look into the the character abilities, lore and Hints & Tips I cannot see the champion prices (they show up as ???). Because of these inconveniences I have accumulated a lot of IP which I can not spend.
