I played at least 5 or 4 matches with 4 premades yesterday and i did not recieve IP boost for any of those matches Bug?item 3070

I'm pretty sure the party IP rewards are not active all the time. Riot only does it every once in a while for a limited time, and I don't see anything that says party IP rewards are currently active.
