[Gameplay] Quinn Post Ult Q results in a delayed effect

The new changes to Quinn brought around a delayed effect of the Blinding Assault (Q), if used to dismount Valor (Skystrike) This has resulted in missed initial targets, plenty of poor clear times and missed team fight targets.
