player reports going unpunished

i reported a person and they were my enemy lane in my next game i reported them for using third party programs and they even sent me the link to the website they used to script the game and i gave a fully detailed report and they didnt get punished . Why is it ok for some players to make others experience bad because they dont wanna dedicate the time to learn the game ive been playing for over 5 years and i know im not the best player but ive tried every day to get better and i try my hardest i just wanna know why these people can still pplay the game at all thank you rito
