[Gameplay] Blitzcrank pull is connecting but not pulling

Two or three times a game, I will see a bug with Blitzcrank's pull ability. On those occasions, it connects to the target, but does not actually pull them or only pulls them halfway to me. Is anyone else experiencing the bug? I could not find anything on the patch notes that would explain the pull stopping.

Does his arm dangle from their body, as if it was a Sivir spellshield or Morgana Black Shield? When it pulls you halfway, did you flash at any point during that pull?

I was playing as Blitzcrank. In every situation, neither myself nor my target flashed during and after the spell. The arm stays on the target until the stun from the spell runs out.
