Game stutter/freeze only after a reconnect.

Anyone else having this issue? The game stutters and freezes for 0.1 - 4 seconds pretty much constantly if my game crashes or I have to close and reconnect for whatever reason. Before the "it's your pc" people come in, I have no background programs running and this is a fresh install of league with up to date video drivers. This bug is very random as are the crashes. I've had times where I've reconnected just fine. It seems like a sync issue, like my client pauses to catch up but it never does so it just freezes constantly. I only have issues on league of legends, I play many other games fine. My cpu temps are 60C or below and my gpu temp hits 65c max with around 27% usage. I get around 140fps in league of legends so it's not an issue of my hardware struggling to run the game. I thought this bug was fixed after reinstalling but it just happened to me again. On a side note, my game would crash at around 10mins on ARAM when they changed the ARAM health pickups to be an aoe heal, I never had this bug before then.
