Patch 9.16 insane FPS drops!

Hard FPS drops since patch 9.16, checked everything, cpu, gpu, literally everything is like it used to be in terms of usage, but ingame fps lags are just frustrating, riot fix your game plz! im luckily not the only one FPS lagging and NO its not my PC like i said i already checked! Its Your Game!
