Can't move to Europe West from Turkey

I'm only able to transfer to either Japan or North America. According to this website (https://support.riotgames.com/hc/en-us/articles/201751924-Account-Transfer-FAQ#h1q2) I should be able to transfer to Europe West, any ideas?:
