Installing LoL on new PC stuck on 99% (19-40 kbps) DL speed

Why is it that when i was downloading the game on a new pc, at the very end of the download, the DL speed goes super super slow, right down to only 19kbps, i was downloading at 2700kbps before but now that i have around 490MBs left and at 99%, it slows right down to 19-40 kbps? why is this someone please help me
