[GAMEPLAY] Kai'sa R not activated on passive

Okay so my last raport got taken down for some reason but this is actually bugged. If you try out Kai'Sa in a training game and try to activate ult on passive w prock, it won't always go off. THIS FRUSTRATES THE FUCK OUT OF ME given that it has killed me over 5 times in ranked games now. Please don't take this one down untill u try and reproduce.

So I found out that if i press R while klick-move ones, Kai'sa will follow my cursor while i keep pressing R. Is this a bugg or are my settings the root of the problem here?

EDIT: I'm in range and target is in vision. I'm plat 3 atm, so I have a general idea of how the game works.

Is your target actually in range for your R?

There is a range to Kai'sa's R. The target affected by her plasma debuff must be inside the range of R (standard range indicator), then you can use R within a radius of the target (indicated by purple).
