Azir ults works on 20% of roster

I saw a post earlier but it just left a game where my ult only pushed back 1 character and ignored the 4 others around him. My ult did not push udyr, talon, sona or varus. Pushed an akali away just fine. This is game breaking and azir should be disabled if he can only push back 20% of characters.
