I've encountered this mainly on renekton, but a few others as well, on renekton, i'll use my e w q combo, but i think if i dont hit anything with w and let it go on cooldown it locks my auto attack cursor so i cant attack move or click on the mini map etc. really annoying bug.
I've also encountered this with other champions, mostly when moves or something goes unfinished (e.g. I die when trying to place a ward, I get stunned while pinging, etc..) It's only with things that change the cursor really. Unsure if its because of the cancel or just random.
This will happen to me on Zyra when I die and try to cast my passive right away, it will lock on attack move and I can't click the minimap or ping.
