unable to log in because you may be offline

i can't login due to that issue user name and password are disabled

i tried too many solutions but no thing helped, it works sometimes and issue appear again tried : 1 - uninstall the game re-download it again 2 - run as administrator 3 - removed gameflow-patcher-lock: null 4 - changed DNS to : 8.8.8.8 8.8.4.4 5 - used Hexa tech repair tool 6 - used the following command : netsh interface teredo set state disabled 7 - cleared the Internet Protocol Version 6 (TCP/IPv6) check box

so riot is there any thing that can help ?

*Edit: it keeps show me this message "We have restored this installation to an older version of League of Legends. Now we'll try to patch it up to the latest version." and download 63 MB every time i open the client.
