[CLIENT] Rare fps problem

[CLIENT] About a month or so ago this problem occurred (and has popped back up about 5 times now since then) where upon entering a game I would be at around 20 fps or lower, the only way I have found to fix this issue is to exit the game, close the client and restart the client and that has allowed me to have 60 fps again (except for one instance where I had to go through with this process two times until it worked). Although it only happens very rarely it can still be extremely harmful to the game and my team if I'm restarting my client to fix this.
