Cant Move For Brief Moments During the Game

For brier moments during games (can last about 4 seconds at a time) My champion won't move and I can't use abilities at all. My FPS and ping are constant. I think it's an in game bug, which is really annoying, especially during a team fight. Is this happening to anyone else?
