i think this is an afk bug

i was in a game where another player stayed in base in the summoner circle or respawn point but didnt get flagged afk? Ranked game to reproduce join a game but just click move around the circle in the respawn point and youu dont get flagged for afk i feel its just an oversight or was missed.

again the player did this for 15mins and didnt attack creeps or use any items or leave the circle

i mean its not a bug, they were technically in game. but yes there were a couple of bots in norms that did this a few years ago. pissed me off to no end.
