Taric with guinsos is bugged, u get 2 stacks from 1 basic attack on guinsos.

according to http://leagueoflegends.wikia.com/wiki/Guinsoo's_Rageblade, item 3124 grants 2 stacks on melee, 1 stack on ranged attacks ...

Yes exactly. Taric's basic attacks are melee, and therefore are intended to give him 2 stacks.

And even if it was a bug (which it obviously isn't), Tarics rework will be the next big thing out anyway. So why would riot even fix a bug on him when he is basicly beeing redone?

Wouldn't be worth the time to fix it. If it is gamebreaking thats something different.
