It is possible to go into negative LP by dodging a game. If you were at 2 LP and dodged a game, that would leave you at -1 LP. Thus, winning 19 LP would put you back up to 18.
This is so that while dodging never demotes you (except maybe in extreme circumstances), there still is a penalty associated with it at 0 LP.
