Re-Queuing Does Not Give Primary Role

I have been encountering issues that queue does not give me my primary role after someone dodges or while waiting instead 90% of the time it gives me my secondary role all the time. Can this issue be fixed, as queue-ing for a primary role that you want to play only ends up you playing with your secondary role instead.
