Not able to leave fountain... and invisible champions

So this has been happening quite frequently lately across two different computers... I have been able to load the game fine initially ... however when I enter the game I can't see any champions even after they spawn in... You can hover over them too so you know they are there... Also you cannot leave the fountain, ping, the only option that you have is to leave... However every time I leave I cannot re-enter the game... This has happened to me 5 times and I have been leaver busted for this twice... Even though I was forced to leave the game to even play... Even though I have tried to reconnect eight times per game I still get busted for leaving the game even though I was trying to get back into the game... Every time I would try to reconnect I would reach 100% and then my ping would leap from 68-104 to 392-500... I have tries all of the trouble shooting issues suggested I have even tries this on two different internet service providers in two different states on two different computers... I have also tried turning the computer off... re-logging... unplugging the Ethernet cable... unplugging the computer... restarting the router... Nothing is working so I took out a ticket because I am waiting ten minutes to start a game for something that I didn't even commit... thank you for reading my statement and I hope that riot can look into this... Oh and I am uninstalling and reinstalling right now.
