{GAMEPLAY} Jungle Item passives and actives dropping off upgraded items.

The Chilling Smite is not on the Stalker's Blade - Cinderhulk when i buy it in game. All actives and passives drop off all jg items except for those on the enchanted items. Same thing for Challenging Smite too. This gives other junglers an unfair advantage.
