Teemo's Q is still bugged

"Champions blinded by Teemo's Q - Blinding Dart now properly cannot apply critical or empowered damage to their opponents"

In 10.3 Teemo's Q was bugfixed to block on hit and crit damage as well as the auto. I thought this would fix Rengar's Q damage going through blind but it only partially does. If Rengar gets blinded in melee range his Q and autos don't do any damage to Teemo. However if Rengar is in a bush and gets blinded or is mid jump and gets blinded his Q damage goes through, even if Rengar doesn't Q and just uses a normal auto attack the damage still goes through to Teemo. It makes the match up unplayable due to what I believe is a bug that is still in the game. If any rioter could comment and let me know if it's intentional that would be great but I'm assuming it's a bug. It's just weird that the other interactions were fixed but not this one.
