Manaflow Band Bug interaction with Cassiopeia's skills

If you pick Cassiopeia and get manaflow band as rune, it won't work. I just finished a 26 mins game with manaflow band stacked at 0/250. It seems that there is a bug that doesn't let Cassiopeia's skills to stack manaflow band.

The whole patch broke the game, I'm not sure if we can call this a patch anymore.
