Black Cleaver CDR Bugged?

Was just playing Black Market Brawlers and when I finished my BC I did not get the 20% CDR that I was supposed to, at least not on my character info. I have attached a screencap of the game in question.

My item purchase order was: Initial: Doran's Blade, 1x Health Pot, Ward Totem 1st back: Vamp sceptor, 3x Health pots 2nd back: Mirage Blade, T1 boots. 3rd back: Phage 4th back: BC and T2 boots.

My character pane was telling me 10% CDR before I made the phage into BC (Which was odd since I shouldn't have had any), and read the same once completed. Boots of Ionia gave me the 15% CDR to the 25% seen on the screencap. So I was still missing 10% CDR. Not sure if this is on other maps or just BMB, anyone else notice this issue?
