Level 28(bot/hax) in a s2 game

I just lost a game for 10min ago noting special.

1. I was first pick, Akali 4th pick decide to jump mid. 2th pick and 3 pick wnated jungler.
2. So neded with 2 jungler and no ADC and no Support.
3. I dedicided to go down as ADC as i knew i could man handle 1vs2.
4. Fiora top laner seems to be level 28 and a software/bot/hax something.

How on earth do a level 28 bot/software get into silver 2? its just insult to injury that i first get rob my pick order. and then a afk/haxer get into the game.
