why are low levels matching with lv.200s?

i was matched with players above lv.100-200 three times in a row, i assume that is around 3000 or more games played? what is worse is that lv.12 which has played less than 50 games are being matched with these high levels, there is no room to learn in a situation where they get slaughtered like this and end up with a score of 0/16/0 0/11/0.

i understand some high levels queue with their low level friends for fun (and some actually do this for easy kills) every time im matched with these duos the higher level friend lets his low level friend do whatever he wants without any advice having me teach them what each and every skill does.

lv.10-18 players shouldn't be placed against lv.30+ players unless they are smurfs.
