NA Client Bug?

So this has recently been happening for me. When I go to https://signup.leagueoflegends.com/en/signup/redownload# and download the North America, Windows version of the client and choose to run the app as admin, the install process starts. However, when I choose "Next" the next slide only gives me the option to "Remove" league of legends.

Before you ask, no, I do not have anything league of legends related on my PC and have gone through the CCleaner process as well as went directly into my save directory to remove everything Riot/League related. Also, even if I would have had something still remaining on my PC prior to the last two weeks, I wouldn't have just the remove option. Seems to be a bug to me, seeing as this is coming directly from the main site.

The old NA client installer seems to run without a hitch which is what I am currently attempting at the moment which I found here http://l3cdn.riotgames.com/Installer/SingleFileInstall/LeagueOfLegendsBaseNA.exe posted by a Riot tech person in 2011 for some unrelated reason.
