cant buy anything on pbe

a friend of mine who has the pbe cant seem to buy anything he showed me and I even checked it out myself at his house basicly what happens is he buy the champ like draven and it takes the money reloads the shop and he loses the money but does not get the champ or well anything at all like he cant get anything this is really dumb he close and re opened it like 6 times and it wont work anything he can do hes trying right now to get it to work he would type this himself but hes busy trying to fix it cause he wants to try the new champ badly and the worst part is that he has no champs in the pbe he had them all but it reset so he cant really play at all beside the free champs this week how can he fix it? or is it just a glitch that rito needs to fix
