Unable to Remake Bug

I got into a ranked game in my promos, and my ashe never connected, so my team and I figured we were just gonna remake. We waited and waited until the game had been going on for 10 minutes with no option to remake. We ended up doing extremely well and we should have won that game had ashe connected, being 20 kills up and having a massive gold lead, but we lost because it was a 4v5. Could it be because i was in my promos that remaking is disabled? or is this a bug?
